The POWER Library is available in Pennsylvania public libraries, Pennsylvania school libraries and to Pennsylvania public library cardholders through their public library web sites.

As per licensing agreements between the Commonwealth of Pennsylvania and the database vendors, no others are permitted to use the resources.
